NATIONAL DATA GOVERNANCE FRAMEWORK
The National Data Governance Framework provides a common foundation for realizing this ambition. It establishes principles, standards, and institutional mechanisms to maximize the value of government data, safeguard privacy and confidentiality, and align national practices with international norms. Through strong governance, Rwanda will advance data quality, enable interoperability, encourage trusted data sharing, and build a culture of openness and innovation.
NATIONAL DATA CLASSIFICATION AND ACCESS GUIDELINE
The National Data Classification and Access Guidelines provide a unified approach for organising, protecting, and accessing government data based on its sensitivity and value. They introduce four classification levels, Public, Internal, Confidential, and Restricted, to ensure consistent data handling across all government institutions.
These guidelines strengthen national data security, support trusted data sharing, promote compliance with legal requirements, and advance Rwanda’s digital transformation. They apply to all Government of Rwanda entities and partners responsible for managing government data.

NATIONAL METADATA MANAGEMENT GUIDELINE
The National Metadata Guidelines provide a unified framework for creating, managing, and sharing metadata across all Government of Rwanda institutions. Metadata is essential for making data understandable, discoverable, comparable, and reusable. These guidelines ensure that all government datasets are well-documented, easy to locate, and reliable for analysis and decision-making.
The guidelines introduce standardised requirements for metadata elements, documentation practices, roles, and processes. They promote consistency, improve interoperability between institutions, and address challenges such as fragmented documentation and limited data comparability.
By adopting these guidelines, government institutions will enhance transparency, strengthen data quality, and support policymakers, researchers, businesses, and citizens with trustworthy and well-described datasets.
NATIONAL DATA QUALITY & STANDARDS GUIDELINES
The purpose of this Guideline is to establish a consistent and comprehensive framework for managing data quality across all Government of Rwanda institutions. It defines the fundamental principles, minimum requirements, and roles and responsibilities necessary to ensure that data collected, processed, and used is accurate, reliable, and fit for its intended use. It aligns with Rwanda’s data governance framework, and it provides practical guidance for embedding data quality into routine operations as well as long-term strategic planning.
