The National Institute of Statistics of Rwanda wishes to recruit competent candidates to strengthen the Imihigo Team and those candidates will be working under contract of 1 year renewable upon performance and availability of funds.
Duties & Responsibilities:
The Imihigo Evaluation Specialists will be required to work on the following specific tasks, but not limited to as follows:
- For Districts Imihigo Senior Expert:
- Review and classify districts Imihigo into economic, social and governance categories for smooth evaluation purposes;
- Review outcomes and impact indicators from existing national data sources and integrate them in districts evaluation indicators matrix where appropriate;
- Prepare a NST period indicators and baselines at outcomes and impact level indicators from national surveys that will be used for district evaluation at different periods during the NST implementation;
- Assess the implementation of districts Imihigo using quarterly reports, and conduct spot checks where needed to verify the reported information and provide feedback;
- Conduct mid-term evaluation of all planned districts Imihigo as a consolidation of the assessment of previous completed quarters, and provide official feedback to all implementing institutions by indicating only Imihigo that are completed, on-track, and off-track and implications for final evaluation;
- Conduct the end evaluation by consolidating all internal quarterly assessment reports, and score districts Imihigo projects using the revised scoring approach;
- Rank all districts based on final evaluation scores;
- Produce districts final evaluation reports and summary documents describing key messages and implications for subsequent Imihigo planning and overall economic development;
- Etc
- For Institutions and Joint Imihigo Senior Expert:
- Review and classify institutions and joint Imihigo into economic, social and governance categories for smooth evaluation purposes;
- Review outcomes and impact indicators from existing national data sources and integrate them in institutions and joint evaluation indicators matrix where appropriate;
- Prepare a NST period indicators and baselines at outcomes and impact level indicators from national surveys that will be used for institutions and joint evaluation at different periods during the NST implementation;
- Assess the implementation of institutions and joint Imihigo using quarterly reports, and conduct spot checks where needed to verify the reported information and provide feedback;
- Conduct mid-term evaluation of all planned institutions and joint Imihigo as a consolidation of the assessment of previous completed quarters, and provide official feedback to all implementing institutions and joint lead institutions by indicating only Imihigo that are completed, on-track, and off-track and implications for final evaluation;
- Conduct the end evaluation by consolidating all internal quarterly assessment reports, and score institutions and joint Imihigo projects using the revised scoring approach;
- Produce institutions and joint final evaluation reports and summary documents describing key messages and implications for subsequent Imihigo planning and overall economic development; Etc
Required Minimum Qualifications:
Each member of Imihigo planning and monitoring team should have the following minimum qualifications:
- University degree in statistics, mathematics, economics, demography, project management or social science in general;
- A minimum of five (5) years of professional experience in planning, monitoring, evaluation or project management in public or private sector;
- Demonstrated ability to work with minimum supervision;
- Demonstrated knowledge of national planning processes;
- Availability and readiness to start working immediately after recruitment.

- Excellent Oral and Written communication skills
- Computer Knowledge (Work Processing, Power Point and Internet)
- Analytical and Problem Solving skills
- Time management skills
- Demonstrated writing skills in English; A working knowledge of French is an advantage
